The CAO’s monitoring report stresses on the “need for a rapid, participatory and expressly remedial approach to assessing and addressing project impacts”, which were raised by the complainants, Machimar Adhikar Sangharsh Sangathan (MASS).” The monitoring report also talks of “technical non-compliance” on findings regarding “the application of pollution control standards.” It refers to non-compliance “to the World Bank’s Environmental, Health and Safety Guidelines in relation to: (a) new power stations in areas with degraded airsheds; and (b) the thermal emissions of the project’s cooling system which releases warm water into the sea.” MASS reaction In a statement, MASS general secretary Bharat Patel said, the latest development again suggests that the IFC is “not serious” about addressing the threat to “people’s livelihood and health risks”. “The report vindicates our position that what IFC has come up as an action plan is just a set of activities under the corporate social responsibility, without addressing the findings of CAO. IFC’s continued dismissal of CAO findings is trivializing a body like CAO, which was made to address affected people’s concerns. We demand nothing less than IFC withdrawal from the project,” Patel has demanded. He has asked: “What stops World Bank president Jim Kim from taking action on a report by a body under him?
