Scientists have done all ( and keeping silent), I am simply interpreting results.
Part I
According to Newton, mass remains constant i.e. 5gm remains 5 gm only. In simple words Einstein’s Special Relativity states mass increases with velocity, 5 gm may become 500000 Kg or more. The condition is that when velocity of body is comparable to that of light ( 3x108 m/s). It is verified in number of ways , initially by Kauffman , Bucherer etc. in 1900-1910. So mass increase with velocity , it confirmed .
Part II
(i) European Centre for Nuclear Physics (CERN) data reveals in ATLAS, CMS experiments in 2012, that speed of proton was 299 789 760 m/s (99.9999991% the speed of light) .
(ii) Original (rest ) mass of proton is 1.0072766 a.m.u . When it moves with this speed in LHC, then its mass must be 235 times more i.e. 236. 71 a.m.u.(according to Einstein) for analysis. But in calculations mass of fast moving (velocity 299 789 760 m/s ) proton is taken as 1.0072766 a.m.u . This is Soul of arguments.
(iii) Why effective mass (increased when body moves) or relativistic mass , which is 236. 71 a.m.u. is not taken in account, in calculations ? Why it is taken 1.0072766 a.m.u ., which is mass at rest? In all other cases relativistic mass (increased with velocity) is taken, even it is an experimental weapon to verify Einsteins relativist mass.
(iv) Everything is experimentally well measured in LHC at CERN, distance traveled 10 hours by a proton beam ~ 10 billion km (A round trip to Neptune) and Number of turns per second ring of proton 11 245. The speed was 299 789 760 m/s (99.9999991% the speed of light) .
Thus relativistic mass is 236.71 a.m.u , not 1.0072766 a.m.u. Why it is ignored?
(iv) Scientists are neglecting the issue as whole the Relativity will be proved wrong. Many concepts in nuclear physics will be re-written.

Few months back I sent paper to Editor Prof. R Srinivasan csc@ias.ernet.in ) Govt Funded journal Current Science , at Indian Institute of Science Banglore. He further sent it to Professor Sunil Mukhi ( sunil.mukhi@iiserpune.ac.in who is Indian Institute of Science Education and Research, Pune & Tata Institute of Fundamental Research, Mumbai)
Under very dubious communication , Prof. Mukhi did not recommend the paper for publication . Absolutely no reason which part of paper is wrong. How it is wrong? Is he not clear what to say. ? Is it sheer injustice? If I am wrong tell me clearly, I will see reply .
In spite of reminders (as in previous occasions) to Editor and Prof. Mukhi , none responded. They are again requested for the same. It is unfortunate. After this I wish to discuss various other (Newton’s Third Law, Einstein predicts OUTPUT is possible without INPUT.
About paper (generalization of Newton’s Third Law of Motion), Prof. Srinivasan had written that it cannot be published as it challenges 311 years old Newton’s Third Law of motion.. Is honor of 127 billion Indians and scientific spirits is nothing is cipher. I have huge number of such starling reports to discuss, because you never respond.

This note describes the poor state of fairs of evaluation of research papers of journal Current Science , Indian Institute of Science, Banglore . I have no way out , except bringing in notice of general public via internet rather suffocating myself. Even information is not given under Right to Information Act 2005, as there is no PIO here. Thus Current Science is above parliament and Mahamahim Rastrapati ji.
In 2016 you sent me decision on well composed logical three papers.
(i) Paper on Modification of 311 years old Newton’s Third Law of Motion.
Action and Reaction are not always equal …..my generalization. The reasons are given.

Reason : You have written in report …. we cannot challenge 311 years old Newton’s Third Law of Motion.
Is India not independent, self dependent and sovereign country? Are we slave , and others are master controlling our thinking. Do you promote ONLY recycled research work in Govt. funded Journal CURRENT SCIENCE ( started by Nobel Laureate C V Raman in 1932)

I took speed from CERN data. I interpreted it. How I am wrong? Why my paper is rejected? Prof. Sunil Mukhi did not respond neither to this paper not previous paper. Also Editor Current Science, Bangalore is silent. It happened earlier also. It is against interest of 7.29 crore Indians. So all should know what scientists can do in this system, hence shared publically.

Correspondence with European Organization for Nuclear Research (CERN) , Geneva.
(i) I wrote by Email and on face book of CERN stating that speed of proton at energy 6-7 TeV was calculated theoretically with mathematical formula. So the speed of proton must also be measured by experiments to finally confirm the Relativity.
On 20th December 2015, CERN Communication Centre wrote on face book that experiments described by me are feasible …

Working past 34 years since student of BSc. II (1982)
Let me remind you I have published over 55 articles modifying Newton, Einstein and Archimedes in peer review journals, conference and science magazines. According to you all editors who published my work are foolish. Twice I presented my researches in USA (2006, 2014) , England ( 2005, 2008) , Germany, Russia, Taiwan , Ukraine etc. ALL my work is complied in two books Beyond Newton and Archimedes and Beyond Einstein and E=mc2.
An early reply solicited along with detailed reports on the paper.
Then other papers will be considered with scientific logic e.g. you have written that Einstein has OUTPUT is possible without INPUT……worry not law of conservation of energy. Is there anyone in 7.29 billions who agrees with you (Editor Current Science, Banglore India).
