"The Child protection legislation and OACAS frequently uses the word "investigations" and are not licensed to conduct private investigations - the law in Ontario says every private citizen and private agency must be licensed to conduct private investigations.
Between 2011 and 2013 the Children Aid Societies reported conducting over 42 000 unlicensed private investigations.
If the law is to ensure that investigations are being safely and lawfully carried out, "Why aren't the Children's Aid Society workers required like every other private citizen in Ontario to be licensed to conduct a lawful private investigation?"
They are a private agency and a degree in social work doesn't meet the minimum required 50 hours of training to be licensed or anything else.
